भी लगा सकते हैं कि ये दोनों अलग-अलग समय पर बनी। यह जो अन्तर दिखाई देता है, उसका एक कारण यह भी हो सकता है कि सूची बनाने वाले लेखक का ज्ञान और रुचि भिन्न देश की है। इन ग्रन्थों के आधार पर यह भी पूर्णतया स्पष्ट हो जाता है वज्जि और मल्ल जिनका उल्लेख पुराण ग्रन्थों में नहीं है, जो दोनों ही विरोधी धर्म सम्प्रदायों के मुख्य केन्द्र थे।
इन राज्यों का उल्लेख इसलिए भी महत्त्वपूर्ण है, क्योंकि ये स्वतन्त्र जाति लिंग (Autonomous clans) में दिखते थे। वे किसी राजा की शक्ति के अधीन नहीं थे। बल्कि गणतंत्रीय सरकार के रूप में थे। जिनका भारतीय राजनीति में भिन्न रूप से अस्तित्व था।
बौद्ध ग्रन्थों में भगवान् बुद्ध के समय बहुत से स्वतन्त्र जातियों के अस्तित्व का उल्लेख मिलता है। इन बौद्ध उल्लेखों का प्रमाण अष्टाध्यायी पाणिनी से भी सिद्ध होता है। उन्होंने अपने व्याकरण में राजतंत्रात्मक और गणतंत्रात्मक दोनों प्रकार का उल्लेख किया है (पाणिनी अष्टाध्यायी, 3.3.86 [138])। गणतन्त्र राज्यों को संघ अथवा गण तथा राजतंत्र राज्यों को जनपद सम्बोधित किया गया है।
इस प्रकार जैन और बौद्ध दोनों परम्पराओं में महावीर के समकालीन महाजनपदों में राजतंत्रात्मक राज्यों के साथ गणतंत्रात्मक राज्यों का अस्तित्व भी ज्ञात होता है, जिनका राजनीतिक इतिहास में महत्त्व सिद्ध होता है।'
