12. The Commission, we have no doubt, will inquire into the grave issues with which the withdrawal of Government from the direct control of higher education, would be fraught. Our own opinion is that the withdrawal of the State from the support and direct control of high education will bring about the following results:
(1) It will bring down the quality of education imparted in our schools and colleges.
(2) It will lead to the deterioration of the services of Government and of professions. This deterioration cannot fail to affect the efficiency of the administration of the country.
(3) There being no really native organisations in existence for the maintenance of institutions for the education of the higher order, they will die out and their place will be filled by missionary schools and colleges which on account of their known sectarian and proselytizing Character, cannot have the confidence of the people.
(4) Apart from their sectarian and proselytizing character, missionary institutions have so far shown very poor results at the University by the side of Government schools and colleges. *(5) Any measure on the part of Government calculated to encourage missionary enterprise at the expense of State institutions for higher education is likely to excite the suspicions of
