સ્થાપિત સરકાર વિરુદ્ધ ન થાય અને લેકમતને ઉશ્કેરી ન મુકે તે માટે તેના પર પ્રથમથી અંકુશ મુકાતા આવ્યા છે અને તેમાંના કેટલાક અંકુશે તે જાણીબુજીને તેના વિકાસ અને પ્રગતિમાં અંતરાયરૂપ જ છે, એમ આપણે આધુનિક પ્રેસ ઍકટ જોઈને કહી શકીએ.
સન ૧૮૩૫ માં સર ચાર્લ્સ મેટકાભે વર્તમાનપત્ર પરનાં બંધને એસ એક્ટ યોજીને કમી કરેલાં. વચમાં લૈર્ડ કેનિંગે તે પર કંઈક દાબ શિડા સમય માટે મુકેલે; પણ સન ૧૮૭૮ માં લૈર્ડ લિટને દેશી છાપાંઆના સ્વાતંત્ર્ય પર કાપ મુકી તેમને ભારે અન્યાય કર્યો હતે. તેની સામે કા તરફથી સપ્ત વિરોધ કરવામાં આવ્યો હતો અને પુના સાર્વજનિક સભાએ સરકારને એક નિવેદન સુદ્ધાં મોકલી આપ્યું હતું. તે પછી ઉદાર ચરિત લડ રીપન સત્તા પર આવતાં, તે બંધને સન ૧૮૮૨ માં દર કરવામાં આવ્યાં હતાં, તે હક્ક ફરી ચાલુ કરવા માટે કૃતજ્ઞતા દર્શાવવા રીપનને હિન્દી વર્તમાનપત્રો તરફથી એક માનપત્ર આપવામાં આવ્યું હતું, તેમાંના પરા ૨ અને ૩, તત્કાલીન લેકલાગણી અને મને દશા દર્શાવવા નીચે ઉતારીએ છીએ

As the people of this country are without the blessing of representative institutions, the Press, as has been truly observed by a high authority, is a parliament always in session, and its liberty is necessary to its asefulness and to the fulfilment of its great mission.
